    cut further in the upcoming Budget Both contributions are a welcome addition to the much wider debate needed in our society around tax and the provision of public services In our society tax is seen simply as a cost Yet at the same time there is a constant demand for more and more state intervention newer and expanded public services and spending supports The two positions are incompatible Taxation is the necessary means through which the State funds public services of which primary education is just one part Indeed it is often said that taxation is the means by which we fund a civilised society After all is anybody seriously opposed to say the provision of primary education Yet as a society we view the funding of that as an imposition Wise politicians knowing the public mood speak of the burden of taxation rather than of its opportunities The flaw in the arguments of Messrs Finlay and O Toole is that while parents of primary school going children would prefer that 100m be spent to relieve them of the costs associated with their children s schooling the rest of the population is more likely just to want the money in their pockets delivered there through tax cuts Political parties in Ireland who advocate more taxes or actively oppose tax cuts are likely to have a precarious existence Woe betide in particular any party that advocates a widespread tax measure that taxes something other than income Like to use Fintan O Toole s example inheritance To pay any inheritance tax at all at all you need to inherit more than 225 000 in which case you pay tax at 33 on the value above 225 000 Yet this is income that is unearned by the recipient By contrast people earning considerably less than 225 000 are rightly paying tax at 41 USC and PRSI However watch the Budget It is safe to predict that if there is any change in inheritance taxes it will be to reduce the burden of taxation Why Because there is a demand for it Also because tax is seen as a cost Usually it is viewed as a cost that somebody else should pay Apparently that somebody does not include those inheriting below 225 000 Not alone is this an attitude that leads to difficulties in funding public services so that we end up in this country paying separately for services that in other countries are funded through taxation e g many of the costs around schooling our children it is also precisely the attitude that created the hole in our public finances that led to our fiscal crash in 2008 2009 In the years up to then we were happy to pretend that we could slash taxes and boost public services all funded through transaction taxes associated with the property bubble We are more than capable of deluding ourselves again We appear to have learned none of the lessons of the crash and sadly we
