  • Proposed Registration of Lobbying cannot undermine important business activity
    or anything contained in official files could end up in the public domain on foot of an FOI request We cannot have a situation arising where civil servants or politicians refuse to engage in dialogue with those wishing to express legitimate views on policy or legislation for fear they become the subject of media scrutiny arising from the publication of information on the proposed register We need to see a workable and proportionate set of proposals and we await with interest the policy document due from Government Mannix also called into question the tone surrounding the debate on the introduction of a register on lobbying which she said suggested that lobbying was not a legitimate business activity The Mahon Tribunal Report recognised the value of lobbying and stated that lobbyists serve an invaluable function in democratic governance Judge Mahon went on to say in his report that lobbyists provide useful information and expertise to government officials on any given matter They represent interests that may be adversely and unintentionally impacted by a poorly deliberated public policy It is disingenuous of certain politicians to advocate for a Register of Lobbying without putting equal responsibility on themselves to record their own interactions with third parties she said The Public Relations Consultants Association Ireland as the professional body representing public relations and public affairs consultancy firms strongly advocates a registration system that delivers accountability and ensures a level playing pitch for all Key to this is defining clearly what is meant by lobbying and lobbyist she said To be effective the Register must seek to regulate the activity of lobbying regardless of who engages in the process There are relatively few professional lobbyists and for most their engagement with politicians officials and public bodies is only part of what they do There is a far wider swathe of professional industry academic and voluntary sector interaction with the State that seeks to influence public policy and political decisions To ensure transparency and promote decision making all who influence the policy process must be required to leave a verifiable footprint The policy challenge in implementing the Government s commitment is to avoid regulation so narrowly based that it would be entirely ineffective she said According to Mannix the scale of that challenge facing Government is evidenced in the 700 submissions made to the Minister for Finance as part of the Budget and Finance Bill 2012 process Minister Noonan told the Dail that he personally met with various groups including the Irish Farmers Association the Irish Creamery Milk Suppliers Association the Irish Business and Employers Confederation the Irish Congress of Trade Unions the Construction Industry Federation and the Community and Voluntary pillar Following Budget Day some additional submissions were received by the Department and after publication of Finance Bill 2012 meetings were held with a number of organisations These included KPMG and Financial Services Ireland Many larger professional legal and accountancy firms lobby government on behalf of their corporate clients and these professions in particular must
