  • HR Payroll Shared Services Program (HPSS) | LGMA
    be built on the platform established by the HPS Project The Project Management Office is currently driving this agenda to design the standards for the Shared Services HPS Closedown The transition of the operation of the CORE system from the local implementation teams to the parent sections and management is underway The HPSS Program has assumed responsibility for the annual support and maintenance of the CORE system Safety management System The HPS Project and the Health and Safety Technical Working Group have combined to develop a new Safety System which integrates with the CORE HR system This joint project is now at development stage PMDS The operation of the PMDS is a national requirement under the Public Services Agreement The PMDS module of the CORE system is being re modelled using lightweight web technology This will increase the user friendliness of the system and enhance the process of re invigorating the PMDS in local authorities Incorporation of Non participating Authorities The opportunity to join the national standard system is extended to the seven authorities which remained outside the original HPS project The HPS CORE system is the designated route to a national shared service This is policy of the CCMA

    was to develop the MapRoad GIS package which Local Authorities would already have to provide increased functionality Specifically the PMS system would address the following requirements The need to demonstrate effective investment and the resulting benefits of such investment on the road network as set out in the 2005 Department of Finance document Guidelines for the Appraisal and Management of Capital Expenditure Proposals in the Public Sector The need to demonstrate that the investment in the road infrastructure is delivering the optimum value for money Demonstrating the need for investment to maintain the value in the road asset Increased reporting requirements of the NRA and Department of Transport Manage Local Authority expenditure on roads and retain a history of that expenditure The project is funded by the department of Transport and the governance structure is comprised of representatives from the LGMA Department of Transport the NRA and local authorities under the auspices of the LUTS group of the CCMA Implementation of Phase 1 of the project is almost completed and includes the ability to record the history of Works Interventions and creation of a Roads Programme Additionally a browser web version has been developed which incorporates open source mapping Phase

    completed it for a non cloud hosted environment Intranets and Extranets The LGMA has been using Microsoft SharePoint for a number of years to develop standard approaches to documentation and applications for the Intranet and Extranets across Local Government In recent times research has taken Intranet applications such as Expenses to more than the local government sector and the applications are becoming Browser independent with a view to being operating system independent Open XML and Open Data compliant Generic Intranet The Generic Intranet is made up of a number of applications which are used by Local Authorities including Expenses this application is widely used to calculate and record travel and subsistence expenses to staff members The actual payments of these expenses are done through Agresso All expenses claimed are assigned a Ledger Code and this facilitates the budget updating within Agresso The application has also now been linked with Core HR to avoid duplication in the recording and maintenance of employee s details Phone Book This application provides easy access to the phone number and email address of employees Other non personal Staff Details can also be accessed via this application These would include Department Job Title Location Office Stand

    a high profile national project which went live on January 1st 2012 SugarCRM Community Edition was utilised as the customer management service for this project It successfully managed all email calls and correspondence received in the HC Bureau It provides workflows issue assignment and resolution tracking Daily statistics and reports were provided for a very high pressure environment The implementation of SugarCRM for the Household Charge project has been utilised for the Protect our Water project and the NPPR project providing significant savings on licencing and development costs LGMA Website The development and implementation of a website for the LGMA using Drupal 7 CMS The construction of the initial website was scheduled to coincide with the launch of the new organisation in August 2012 Open Source Sandbox To assist local authorities in exploring open source solutions the LGMA has developed a standalone network infrastructure with a 10Mb Government Network connection to allow local authorities to test open source solutions in a safe controlled environment The environment currently consists of three VMware freeware ESXi servers with 4TB of storage behind a pfSense firewall cluster with Web LAN Dev DMZs pre configured and with a Microsoft AD DC an Exchange 2003 server setup on the LAN Accessed via a VPN this allows the LAs to deploy a full front back end solution and have it published onto any of the Government Network services for testing Web Content Filtering The LGMA is currently investigating open source web content filtering solutions that would be suitable for deployment in local authority LAN environments Having looked at a number of possible solutions we are currently doing further design consultancy into the Dansguardian and Squid solution looking specifically into list categorisation maintenance issues Open Source Hosting The LGMA is currently testing the deployment of Linux servers in
