    at least two years permanent service in the past the temporary teacher would commit not to take up or seek another post for the duration of the job sharing arrangement if for any reason the temporary teacher left the job sharing post the permanent teacher would return on a fulltime basis immediately In addition teachers who are currently on secondment or are going on secondment cannot job share for the duration of the secondment A teacher on a career break or other approved leave of absence may apply to resume teaching duties on a job sharing basis Application Procedures It is a matter for teachers to find colleagues with whom they may wish to enter into a job sharing arrangement Applications must be made in writing to the board of management of the school or schools in the case of inter school job sharing Such applications must be made to the board s before the 1st March of the year in which they propose to job share and should be accompanied by the Plean Oibre Circular 30 03 Notice with regard to the Closing Dates for Applications for Various Schemes The Plean Oibre must address the need for continuity the need for planning for an agreed methodology and an agreed approach to disciplinary matters It should also provide for the use of the combined talents of both teachers as well as assigning responsibility The Plean Oibre should comply with school policy outlined in the Plean Scoile Boards should be satisfied that the Plean Oibre adequately addresses all of the key issues outlined above Additionally boards should ensure that there is an agreement as to the frequency of out of school meetings between the applicants to plan and discuss their work and the availability of the teachers for relevant staff meetings

    hours worked in excess of the 37 week threshold will not be paid for by the Department Changes in part time hours allocated to the school during the school year Any increase decrease in part time hours during the school year should be submitted immediately to the Primary Allocations Section of the Department i e 1 Part time hours for Learning Support Resource Teacher LS RT 2 Part time hours for low incident Resource Teachers RT granted by the NCSE or 3 Part time hours for English as an Additional Language EAL teacher Changes to LS RT or RT Posts should be notified on the updated LSRT2 Form Changes in hours allocated to a Regular Part Time Fixed Term Teacher The contract offered to the teacher on appointment should make provision for a possible change in the number of hours allocated during the year Any increase in the number of teaching hours allocated to a regular part time fixed term teacher during the period 1 September to the first working day of November must be notified to the Department s Primary Teachers Payroll Section immediately and in writing This is to ensure that the teacher is paid the correct salary Any increase in the number of teaching hours allocated to a regular part time fixed term teacher after the first working day of November must be claimed through the On Line Claim System This is to ensure that the teacher is paid the correct salary Additional hours worked by a part time fixed term teacher during the school year will be paid at a rate calculated by the appropriate annual rate of salary divided by 915 for each hour worked Any decrease at any time during the school year in the number of teaching hours allocated to a regular part time fixed term teacher must be notified to the Department s Primary Teachers Payroll Section immediately and in writing This is in order to avoid any overpayment of salary to the teacher If the number of teaching hours allocated to a part time fixed term teacher decreases during the school year the adjusted number of hours must be recorded on the OLCS system immediately This is in order to avoid any overpayment of salary to the teacher Whole Time Fixed Term Teacher A Whole Time Fixed Term teacher is any teacher a who is registered with the Teaching Council and fully qualified for the post to which s he is being appointed b Whose normal hours of teaching are the normal hours of teaching of a permanent whole time teacher c Is paid from exchequer funds and d Is employed on a fixed term basis A whole time fixed term teacher is normally employed from 1st September to the 31st August on a fixed term contract Whole time fixed term teachers who commence employment during the period 1st September to the first working day of November and remain in employment on a fixed term contract for the full school year

    the date of appointment to the post Once a teacher s order of seniority has been established by the board it cannot be changed without the prior sanction of the patron Each board of management should ensure that the seniority listing of teachers is posted on the staff notice board each September If teachers have not had their seniority established prior to appointment they should request a statement of order of seniority from the board on commencement of duty in the school Rules for Determining Seniority A principal teacher is always the most senior teacher in a school irrespective of length of service given in a school Please see below in relation to the seniority of a principal teacher who relinquishes his her post of principal Service given previously in the same school as a substitute or temporary qualified or unqualified teacher does not count towards seniority A permanent teacher s ranking for seniority purposes will only commence from the date that a teacher is fully qualified If two or more permanent teachers commence duty on the same day the board of management should establish the order of seniority based on the order the teachers were listed as a result of an interview process i e the teacher who was ranked highest following the interview process should be given the higher seniority rating If a permanent teacher leaves a school either voluntarily or is redeployed and is reappointed to the school in a permanent capacity at a later date then the teacher s seniority will only commence from the date of reappointment Job sharing service is reckoned as full service for the purpose of seniority Authorised absences eg career break maternity leave adoptive leave parental leave paternity leave sick leave do not affect a teacher s seniority Seniority in an Amalgamated School In the case of an amalgamated school where a teacher has given unbroken permanent service continuously in one or more of the schools being amalgamated the aggregate of that service will be reckoned in determining seniority A principal s who becomes a privileged assistant s in the amalgamated school will retain a seniority ranking next to the principal irrespective of the length of actual service in their former school s Where there is more than one privileged assistant it is the length of service as principal of the former school which determines the order of seniority The seniority of a privileged assistant who is redeployed via the panel or who voluntarily moves into a school will commence from the date of taking up duty in the new school Seniority of Principal Teacher who relinquishes post of Principal A principal teacher can only relinquish a post of principal teacher provided there is a permanent vacancy in the school Where a principal teacher relinquishes the post of principal s he becomes the most junior teacher in the school Previous service given as a principal in the school does not count for seniority purposes Supply Panel As outlined in Circular 50

    Teachers Redeployment Panels Seniority Special Education Posts Staffing for 2015 2016 Staffing Schedules Teacher Contracts Teachers Taking Up Their First Appointment Staff Relations Staff Reps Taxation and PRSI Teacher Special Interest Groups The Teaching Council Teacher Contracts Circular 0023 2015 pdf 369 kb Implementation of the recommendations of the Expert Group on Fixed Term and Part Time Employment in Recognised Primary Schools March 2015 Permanent Posts When a teacher accepts a permanent appointment in a primary school the teacher thereby enters a contract with her his future employer the board of management of the school concerned A letter of appointment and or acceptance of the post may form part of this contract The contract is confirmed by the signing of a Form of Agreement The Form of Agreement requires the teacher to give three months notice of intention to resign from the school or to pay three months salary to the board of management in lieu It also requires the board of management to give three months notice of dismissal to the teacher or to pay three months salary in lieu The Form of Agreement requires the teacher to abide by the Rules for National Schools Before signing such a form a teacher should read it and note its terms The teacher should be given a signed copy of the form If any dispute arises concerning the terms of the contract during a teacher s career s he should immediately contact their CEC District Representative or INTO Head Office Fixed Term Temporary Teachers In many cases boards of management require fixed term teachers to sign contracts if the board proposes to employ the teacher for one year or longer Fixed term teachers who have any reservations about signing a contract should immediately contact INTO Head Office or their local District
