    Curriculum Implementation Grants School Books Grant Scheme Grants for Special Education School Development Grant School Transport Grant Supervision Scheme School Insurance School Leadership School Transport and Ancillary Staff School Year Social Inclusion Special Education Staffing Staff Relations Staff Reps Taxation and PRSI Teacher Special Interest Groups The Teaching Council Grants for Special Education Early Start Grant Eight centres of greatest disadvantage one in Cork one in Limerick and six in Dublin were selected in 1994 for the provision of this service on a pilot scheme basis The areas in question were selected after detailed consideration of needs across the disadvantaged areas The Early Start Pre School Programme was subsequently extended to further schools in disadvantaged areas bringing the total number of schools with the service to forty The following grants are also provided GRANT FULL UNIT HALF UNIT Per classroom start up grant for the purchase of a range of suitable equipment 11 427 64 5 713 82 Per centre per annum for the purchase of materials equipment 1 523 69 2 539 48 Per centre per annum for the development of parental involvement 1 904 60 952 30 Also 95 23 per pupil annual Capitation grant to the school

    Reps Taxation and PRSI Teacher Special Interest Groups The Teaching Council Supervision Scheme Public Service Stability Agreement 2013 2016 Haddington Road Agreement Supervision Scheme in Primary Schools Introduction The purpose of this Circular is to notify Boards of Management Principals and Teachers of the amendments to the Supervision scheme to take effect from the beginning of the 2013 14 school year arising from the Public Service Stability Agreement 2013 2016 Haddington Road Agreement Compulsory Participation in the Supervision Scheme With effect from the beginning of the 2013 14 school year participation in the Supervision scheme will be compulsory for all teachers Change in Annual Hours Requirement With effect from the beginning of the 2013 14 school year each teacher will be required to provide 43 hours supervision per annum This will also include providing substitution cover for the absences referenced in paragraph 4 Usage of Supervision Hours Usage of Supervision Hours Hours provided under the revised supervision scheme will in addition to usage under the existing scheme be used as follows With effect from the commencement of 2013 14 school year to cover all uncertified sick leave absences subject to appropriate alleviation measures in relation to multiple absences particularly in small schools With effect from the commencement of 2014 15 school year to cover the first day of force majeure leave and illness in family leave Supervision Payments Payment in respect of work carried out under the supervision scheme for the 2012 2013 school year will be made as normal The supervision allowance will be discontinued with effect from the commencement of the 2013 14 school year A gross additional payment of 1 592 will be included in the incremental scale for teachers in two moieties half in the school year 2016 17 and the second half in the school

    duty of care may render it legally liable to compensate a student who suffers injury as a result of an accident The board of management is also obliged to keep the school building and grounds in a good state of repair and they may be legally liable for injury to pupils teachers parents or others caused by defects in the building or grounds Whether or not there has been a breach of the required duty of care depends on the facts or circumstances of each particular case In the final analysis it is the courts which decide whether or not any legal liability exists Teachers have a duty of care for the pupils under their control Liability for an accident to a pupil will arise if it is established that The teacher and or the school authority against whom an action is taken had a duty of care for the pupil at the time of the accident The teacher and or the school authorities were negligent in the exercise of the duty and As a result of the negligence the child suffered injury In assessing negligence the Court will consider whether the teacher and or the school authority exercised the same degree of care as would be exercised by a prudent and responsible parent Boards of management effect insurance to cover their legal liability to the pupils It is worth noting however that the board s policy does not insure pupils What is insured is the board s legal liability to the student In other words it is not sufficient for an accident to have happened for a claim to be successful Negligence will have to be proven before any compensation is paid Personal Accident Insurance for Pupils Some insurance companies offer an additional optional Schools Personal Accident Policy for pupils This policy was devised primarily to allow parents to recover out of pocket medical expenses arising from accidental injury irrespective of liability and without recourse to law The policy also provides for death and disablement benefit To effect cover under this policy an additional premium in respect of each pupil must be paid to the Insurers However there is no legal duty on the board to provide Personal Accident Insurance for pupils In some schools the parents association organise this optional cover Department of Education Circulars on Insurance Insurance against Liability for Injury to Pupils and Teachers Circular 11 68 The Minister for Education desires to inform managers of national schools that he has been advised that when a pupil of a national school meets with an accident during school hours the manager is answerable in the event of negligence on his part or on the part of the teacher or his agent being established The Minister is further advised that a manager may be liable to a teacher who suffers injury through the negligence of the manager Rule 56 8 c of the Rules for National Schools provides that the minimum time constituting an attendance at school may
