    or post primary school outside Ireland may be reckoned towards service provided this service was reckonable for incremental credit A board of management may request an applicant for a post to submit his her latest inspection report and proof of the award of incremental credit where applicable Eligibility Criteria for Appointment as Principal to Special Schools To be deemed eligible to apply for the post of principal teacher in special schools applicants must certify in their application to the board of management that they are fully qualified primary teachers or have been awarded Restricted Recognition under the terms of Circular 25 00 The applicant should include a copy of qualifications have satisfactorily completed probation and have a minimum of 5 years qualified whole time teaching service two of which must be in a recognised primary school within the Republic of Ireland Service in a primary school or a post primary school outside the Republic of Ireland may be reckoned towards service provided this service was reckonable for incremental credit Post primary teachers are also eligible to apply for appointment to Special Schools in which children are enrolled up to the age of 18 years of age including High Support Units Young Offender Units and Youth Encounter Projects if they comply with the requirements as outlined above and in such schools a proportion of the pupils attending the special school are of post primary age and where second level programmes such as Junior Cert Elementary Programme or Leaving Cert Applied programme are being provided The applicant must have a minimum of 5 years qualified wholetime teaching service two of which must be in a recognised primary or post primary school within the Republic of Ireland A board of management may request an applicant for a post to submit his her latest inspection report and proof of the award of incremental credit where applicable Change in the Procedures for the Assessment of Eligibility of Applicants for Principal The procedure for the appointment of principal teacher as outlined in Section 3 A iii and iv of the Boards of Management of National Schools Constitution of Boards and Rules of Procedures 2000 edition has been amended as outlined below There is no longer a requirement for the chairperson to forward details of applicants to the Department of Education and Skills to assess their eligibility under Rule 76 of the Rules for National Schools Instead applicants for the post of principal teacher are requested to provide the information as outlined above The selection board shall ensure that the candidate nominated for appointment is fully qualified and meets the eligibility criteria A board of management may if it considers necessary request a candidate nominated for the post of principal to provide a certificate of fitness from a qualified medical practitioner prior to being formally offered the post Notification of Successful Candidate The procedure for the appointment of teachers including principals as outlined in Section 5 xi and of the Boards of Management of National Schools Constitution

    outlined in Appendix D of the Constitution of Boards Rules of Procedures for Boards of Management of National Schools November 2011 must be adhered to at all times Employment of Qualified Teachers From Circular 0021 10 Boards of Management are obliged to recruit and employ fully qualified primary teachers for any vacancy in the school regardless of the duration of the vacancy Information regarding recognised qualifications can be obtained from the Primary Administration Section of the Department Tel 090 648 3735 648 3736 There are no circumstances under which a Board of Management can engage a person who is not qualified as a primary school teacher and commit to retaining that person for the full duration of a teacher s absence on maternity leave parental leave career break etc It should be noted that a post primary qualified teacher is not fully qualified for the purposes of appointment as a primary teacher In the event that no suitable qualified teacher applies for a post the Board must outline to the Department the efforts made to secure a qualified teacher and the circumstances that necessitated the appointment of a person who is not qualified as a primary school teacher pending the appointment of a qualified primary school teacher The procedures for the appointment of teachers as outlined in Appendix D of the Constitution of Boards Rules of Procedures for Boards of Management of National Schools November 2011 must be adhered to at all times Summary of Recognised Qualifications for Employment The table below summarizes the eligibility of recognised primary teachers for appointment to various permanent and temporary posts in primary schools Further information can be found in Circular 25 00 Posts Full Recognition including Probation Full recognition No Probation Provisional Conditional ILR other shortfalls Restricted Recognition including Montessori Principal subject to

    Taxation and PRSI Teacher Special Interest Groups The Teaching Council PDP Fora INTO Principals and Deputy Principals Fora The INTO principals and deputy principals forum affords principals and deputy principals the opportunity to express and exchange views within the aims and objectives of the Organisation on matters which have a direct relevance to their role as leaders of school communities and the operation of the school in the interest of all members Fora are established in all INTO districts in the Republic of Ireland Meetings generally take place during the months of February March and November and details of local fora meetings can be found in the Events section of the INTO website Alternatively the local Principals and Deputy Principals committee representative would be able to identify the principals forum to which a particular principal might belong and when it might meet Details of members of the Principals and Deputy Principals Committee can be found in the INTO members diary and the About Us section of this website View the PDC Committee list for 2014 2017 The fora meetings in March of this year will provide an opportunity for principals and deputy principals to have an input to the agenda for the upcoming Principals and Deputy Principals conference and also to nominate delegates for the conference View the conference page here We encourage all principals and deputy principals to attend their fora and participate in the discussion and debate The fora are an important part of the structures of the INTO and provide an opportunity for principals and deputy principals at local level to have their voices and views heard in relation to INTO policy The PDC members who attend the fora report back from the fora to their meetings and the discussions that take place inform the views of
