    year in terms of milk price It is quite clear Mr McCormack said that markets remain in a very positive place for dairy products with the first Global Dairy Trade auction of the year up 2 with the SMP index up 4 7 In relation to the Dutch Quotations the first quotes of the year are now returning nearly 39 cents per litre at processor level for both the butter SMP combination and WMP Market indicators from the UK EU and global markets suggest an improving or stable market situation with the butter SMP combination returning 40 cents per litre on the EU market and 42 5 cents per litre on the UK market at processor level The Northern Ireland milk auction is returning an equivalent of 36 cent per litre at farm level In Ireland the improvement in the Irish Dairy Board index for November was significant and this should improve further for December Mr McCormack stated that when the index was at its current level in 2011 dairy farmers were receiving 34 cents per litre in most Co ops Quite clearly there is considerable room for improvement in milk prices and given the financial pressures on farmers which

    allowed to spread until 15 January This is unfair and where weather and ground conditions are suitable farmers in these counties should also be allowed to spread slurry immediately according to Mr Patrick Rohan Chairperson of Farm Services Environment Committee Given the uncertainty over weather and the fact that livestock were housed for very long periods in 2012 farmers need to take every opportunity to spread slurry when weather and ground conditions are suitable The calendar based restriction still in place in these counties is preventing these farmers from spreading and the ban should be lifted immediately This small gesture of a few days would recognise the improved weather conditions and would acknowledge the pressures on farmers at this time Mr Rohan also stated that farmers do not have to notify the Department that they intend to spread slurry There has been confusion on this matter as in November 2012 farmers had to notify the Department There is no such requirement in 2013 and farmers can spread slurry without notification but have to wait until Mid January in Zone C Finally the Department also confirmed to ICMSA that farmers in Zones A and B can store farmyard manure on land

    their farm In relation to the proposals Mr McCormack said that it is unacceptable that the valuation of a single animal would be carried out at a Department official s desk without any view of the animal in question He said i t is essential that each animal removed under the TB programme continues to be valued by an independent valuer in the farmers yard to ensure that the farmer get a fair value for his her animal based on a full assessment of the animal and not merely a desk exercise as proposed by the Department In relation to the reactor collection service and statutory levies Mr McCormack said the cost of this service must continue to be borne by the Department Under the TB programme the farmer has no option and the animal must be removed from the holding a t a considerable loss in many cases to the farmer in question To impose additional costs on the unfortunate farmer is simply grossly unfair noted Mr McCormack Mr McCormack concluded by observing that the Departmental proposal to remove the requirement to place the TB test date on the cattle passport is a very retrograde step and should not

    organised by the European Milk Board Pepper gas was fired and riot police were hosed with milk as milk suppliers from all over the EU demanded a fair price for their milk and the introduction of an agency at EU level that will regulate and monitor the margins taken at every step in the chain from farm to consumer and which will intervene and support milk price when it falls below the costs of production The ICMSA is the Irish constituent of the European Milk Board and its President John Comer was present as the farmers faced off with police in what was described as a volatile atmosphere He said that there was an overwhelming need for a proper oversight and regulation of the margins being taken by the components in the supply chain and a reform of the present system that saw the dairy farmers on whom the whole gigantic dairy sector rested getting the smallest margin while huge multinationals controlled the prices to the disadvantage of producers and consumers alike Irish farmers and farmers right across the EU are absolutely sick and tired of a system that insists on regulating the farmers down to an almost minute level
