  • Irish Beef cleared for re-entry to US Market -- ICMSA congratulate Minister Coveney on ”hugely positive achievement” : I C M S A : http://icmsa.ie
    full access to the US markets for the first time since all European beef was banned nearly 16 years ago the Chairperson of ICMSA s Livestock Committee Michael Guinan said that the announcement was excellent news and would be welcomed as a positive beginning to a year in which beef prices were expected to make a substantial recovery Mr Guinan said that congratulations were due to Minister Coveney and his team for persisting with what were undoubtedly intensive negotiations but the fundamental reason why Ireland had been selected first for re entry to the US Beef Market was the excellence and high standard of our product due to the hard work and technical competence of Irish farmers Mr Guinan noted that US beef prices are presently around 4 50 per kilo and that price represented a decent opportunity for Irish product but he cautioned that all the Government s efforts to secure Irish re entry to the US market would be wasted unless this hugely positive achievement was reflected in the price being paid to the farmers raising the beef There was little point he said in the Government securing new and better markets if the factories were going to

    the producers and forwards to the consumer to the disadvantage of the latter and in many cases the ruination of the former Mr McCormack said that practice of using staples like milk as so called loss leaders had resulted in year on year declines in the share of final retail price going to the milk dairy farmers and he cited the decline from 43 in 1995 to 32 in 2012 The ICMSA Deputy President also expressed reservations about the appetite of the Competition Consumer Protection Agency for what Mr McCormack said was bound to be an intense and complex struggle to rebalance the relationship between primary producer and retailer He said that confidence in the new agency formerly known as the Competition Authority had been severely dented by their intervention in the Beef Dispute when their statement about the need to respect competition had the real effect of shoring up the meat factories position and policymakers inactivity Mr McCormack said that ICMSA had at that time described the intervention as brass necked and the Competition Consumer Protection Agency had much work to do if they were to convince farmers that they had the appetite and the expertise for the struggle involved in regulating corporations of enormous wealth and power The ICMSA Deputy President said that talk was cheap and farmers would wait to see what the Competition Consumer Agency actually did if anything The ICMSA Deputy President concluded by welcoming the publication of the regulations for consultation and he said that he did not doubt Minister Bruton s bone fides but he felt along with most other commentators that meaningful rebalancing of the EU s food supply system back from the retailers and towards the farmer producers would only really work if that rebalancing originated and was supervised by the

    2015 to fund these schemes on top of all the additional cuts imposed already and also the cuts from convergence which will impact on the large proportion of the farming population between now and 2020 We cannot forget that all farmers are suffering this cut and that the funds should be used fairly and wisely In particular Mr McCormack said that there were two aspects of particular concern the fact that these payments can be drawn down on conacre and could effectively be sold the next year and secondly that this payment will be made on the first 90Ha 223 acres declared which is almost three times the national average farm size and is 40 ha higher than the limit set for young farmers and will provide the farmer with a payment that is double the national average Mr McCormack said that we need to recognise that many small and medium sized farmers are suffering cuts to fund this scheme and ICMSA believes that a more appropriate limit would be 50ha the same as set for the Young Farmers Scheme and which is still at a high level In relation to conacre it is clear Government policy to encourage long

    the EU Commission has a clear responsibility to support milk price during periods of market weakness which we have at the present time ICMSA Mr Comer urged the Commissioner to immediately increase the intervention price for butter and skimmed milk powder to a realistic level that will at least cover the cost of milk production and the strategic use of APS and export refunds should also be utilised ICMSA also urged the Commissioner to act immediately to stabilise the situation and in the medium to long term look at other instruments including a market stability programme to stabilise the market during periods of market weakness Mr Comer stressed that this is not the reintroduction of milk quotas and should not be interpreted as such In relation to superlevy Mr Comer said that ICMSA had clearly set out the serious problems facing Irish dairy farmers and again urged the Commissioner to re examine the butterfat situation and other mechanisms to help farmers Mr Comer said he was disappointed with the views of commission officials on this matter at the meeting Mr Comer welcomed the Commissioners strong commitment to address the issue of multiple retailer power including the use of legislation if
