    forge our own Republic A New Republic This is a Declaration for Survival A Declaration for Hope and Renewal New Republic and New Ireland is to be based on a radical transformation of our current society to become a fair and inclusive Republic that guarantees equality environmental sustainability participation accountability and solidarity for all the people of Ireland today and for future generations This New Republic will fulfil the potential of Ireland and its people It will nurture its natural beauty and and the capacity and abilities of our people The New Republic will guarantee to all its people Social justice Valued and strong communities A system of governance based on the principles of true democracy and participation A vibrant civil society and a properly funded community and voluntary sector Quality public services available to all irrespective of income level A properly funded quality driven accessible public health system Affordable quality housing and a home available to all as a right Worker s rights a decent wage and job security An adequate income for all A society committed to gender equality which ensures the full participation of women in all areas of life and which aims to end violence against women An inclusive and equal Ireland for those with disabilities Travellers those who are gay bisexual or transgendered and migrants An Ireland of equality where there is not a large gap in income or wealth A sustainable Ireland based on a recognition of the need to protect the planet and its biodiversity Where our natural resources benefit the people of Ireland the future generations and the environment A strong confident indigenous sustainable social economy An economy that prioritises the principles of solidarity and co operation before harsh market competition Culture and arts available to all Being part of a social

    replace charity Politics The state is for the citizen not the economy Democracy needs to be more accountable to the grass roots with recall mechanisms More direct forms of democracy are needed The political system needs to be more participative People have to be empowered over politicians Forms of participative democracy need to be developed through models like community councils and referenda The local level of Government needs to be empowered The notion of clientelism needs to be addressed Income and Tax A basic level income needs to be provided A maximum income is required The tax system needs to address this maximum New Financial Transactions Tax and greater corporation tax are needed and tax exiles need to be addressed Equality Framework There is a need to secure the inclusion of women Travellers refugees and asylum seekers people with disabilities children and LGBT people and to find new ways to respond to diversity Socio economic equality must be included in this framework Education Political education is needed to understand the neo liberal model The dominance of the education system especially at third level by business and business needs has to change The values promoted in the education system need to change Education needs to be a focus for rights Health Health needs to be a focus for rights Media A more responsible media is required New regulation is needed Work The quality of jobs must be a focus Decent work needs to be secured for people with adequate pay and conditions Policy making Decision making needs to be guided by social impact and equality impact considerations Developing a Declaration for a New Republic The Process The process proposed for developing the Declaration for a New Republic was presented This involves local meetings to test for resonance and to get initial

    and their aspirations in the Declaration there should be a global dimension to the Declaration and the Irish diaspora should be involved in framing it A number of issues were identified about the nature of the Declaration that will need further teasing out These include whether the term Republic resonates sufficiently with people especially young people and whether the term can be sufficiently redefined and modernised although it was generally felt that it is important that the Republic should be central to it whether it should be a 32 counties declaration the extent to which the Declaration should focus on changing the narrative or on changing politics or else finding a middle way between the two finding the best balance between promoting core values and objectives and detailing specific demands several people warned against getting into too detailed policy proposals these can be developed by different civil society organisations once the Declaration is agreed questions were asked about how would it be decided what comprises the final declaration which should be relatively short it was said that the public event in late 2014 was the place to do this and ones not included could be kept on the website groups could have themselves While there was a general view that it can be possible to mobilise support for the declaration and to get support from organisations groups and individuals to organise grass roots level discussions on the content of the Declaration it was also recognised that this will not be easy In particular it was stressed that mobilisation has not been easy in recent years and there is a lot of apathy that will need to be challenged it will take time to build grass roots support it will need the support and commitment of a broad range of civil society organisations if it is to succeed WHO SHOULD FACILITATE THE PROCESS In response the to the question as to whether the initiative should be led facilitated by COF or by a broad range of organisations the meeting gave COF a mandate to continue working on the idea and to take the lead in coordinating and facilitating the process It was stressed that COF is perceived as having no baggage is a positive brand and its 5 core values are a good starting point for a declaration However it can only be successful if a broad range of civil society organisations are actively engaged in the process The process should be as open as possible and the Declaration should be a draft for as long as possible THE PROCESS There was general agreement on the four stage process suggested by COF for developing and getting support for the Declaration These are Stage 1 during 2014 get groups individuals and organisations at local national and international e g emigrant groups levels to participate in the process organise consultations and put forward their ideas on the Declaration s content Stage 2 organise a large participative event which would consider all the suggestions
